I think you may be a little confused. A host provides the server space on which to run a web site. A web software application is run on a hosting service.
Joomla and phpBB are both software applications. Joomla is a content management system and framework while phpBB is forum software. The others are hosting companies.
To run a forum online you need two things - the forum software and a host to provide server space to run it on. If you want to use a unique address for your forum then you also need to buy a domain name.
Finding a good, reliable host requires doing some research. If you find a host that offers server space in the price range you want, search for feedback about that host on http://www.webhostingtalk.com/forumdispl… - this is the best place to find out what other people think of a hosting service.
For hosting, I would go with Netfirms. Why? Because you want a provider that is reliable, professional and ethical (and you really can’t say that for many of the hosts out there). You want to get timely support when you run into trouble. Netfirms is slightly more expensive, but you get what you pay for. Once you have Netfirms (Linux version if you want to host forums), I would recommend installing phpBB3. phpBB is by far the most popular open-sourced forum software and has a huge following, so you can be sure there is a lot of support and add-ons available for it.

Good luck!
I recommend Dreamhost http://www.dreamhost.com/hosting.html
They’re the best:
1. You get a free domain from them (actually 2 if you use the promo code, more about that later), or you can use one of these free domains to transfer your existing one to Dreamhost, and extend its’ registration for one more year, all for free of course.
2. They have 500 GB of Disk Space and increasing
3. 5TB (5000 GB) of Bandwidth and increasing
4. You can use their huge Disk Space and host multiple sites on a single account.
5. Their price is $119.40/year ($9.95/month if you pay yearly)
6. Which is a pretty standard price but they currently have a promotion:
Use the Promo Code: PLUS (at sign up page) and get a $50 discount + 2 Free Domain Names
7. This way you get them for $69.40/year ($5.78/month) including 2 Free Domain Names!
P.S. If you’re willing to pay $20+/monthly for a webhost I recommend:
