Sure. Freehostia has a free hosting service that includes PHP and MySQL (both are required for Joomla) http://www.freehostia.com
The account has adequate space to get started with Joomla. It also has a quick installer for Joomla. Once you get your account activated, go to the control panel and choose the elephante script installer. You’ll see Joomla as one of the choices.
It will prompt you to create a database, and once you’ve done that, the script will automatically create a joomla account for you.
I think the version of Joomla it installs is not the most current version, but it’s fine to start with.
You can also install it on your own if you’re comfortable with http://FTP.
