i have over 8 years in web design and i know just about all web languages.
http://www.craigslist.org in your local area. Post up a gig, not a job, you’ll find people wanting to make cash e-mailing you with bids and quotes right away. Just mention you have a limited budget and your not some insane company that can pay 25 bucks an hour. You can always offer partnership/barter as well.
The best place to find them would be at Joomla’s official forum. Just look for the moderators or someone who seems to give a lot of good answers. You can also ask for a developer or Joomla questions at http://websitehacks.com I’ve done Joomla projects for clients, and I know that some of the other people there have experience with Joomla.
