What’s The Best Cms (e.g. Joomla, Drupal, Nucleus, Etc.) For A Travel Portal — Users Can Upload Reviews?

Users need to register, upload their reviews (text and photos), then other users can rate them (or like Facebook–”Like” them). Hopefully this CMS could provide a user interface that isn’t as technical and/or can be customized.

just from my experience joomla = easiest to edit, and customize out of all the other CMS’s
all this cms can do that.
It’s depend only from you skills…
