Joomla Help Desperately Needed!

OK, I’m running Windows SP3. I’m running Joomla thanks to JSAS (Joomla Stand Alone Server). Under localhost it works fine, and when I was running SP2 my domain name worked fine ( dannys95.gotdns.com ). But now, only localhost works. If I try the domain name, it says:
Forbidden
You don’t have permission to access / on this [...]
Joomla Software, Help Needed!?
Hey All
Does anyone know how to use Joomla software. I am trying to set up the advert part of it, but when I pretended to be a user (to see what they see) I couldn’t post an ad so I obviously haven’t set it up correctly!
Any ideas on how to do this?
