Joomla :: Can You Make A Website With Joomla, Without Paying For Anything Such As Webhosting Or A Server?

I have a web hosting package at the moment and i have used joomla to build a website.
However, i want to make another website without buying a new domain name and so is there a way i can make a site, but not buy the domain name yet?

Are These Technologies Enough To Make Me A Good Web Designer?

HTML,XHTML,CSS,JAVASCRIPT,AJAX,PHOTOSHOP… PHP,SQL. and knowledge of tcp/ip and operating system.
