We’d like to create a flickr-type environment within our intranet. We want employees to be able to post images and video to the same place, categorize and provide headers. We need it to be a Joomla extension or plug-in.

As JoomlaSEO mentioned, Nant’s gallery is a good option for photos and the Seyret component is an excellent option for videos.
As an alternative photo gallery selection, I might suggest you take a look at RS Gallery2. Joomlart.com has an excellent template called JA Avian II that incorporates this gallery. You might want to view the template demo to see this gallery in action.

Unfortunately Rina actually gave you two incorrect urls they should have been joomlashack.com and joomlacode.org - however neither of those would really help you.
The best solution for your situation would be to use the joomla component community builder along with the supported plugin Nants CB gallery - this would allow your users to post, share and host their images
For video you should take a look at the seyret video component this also has a plugin for community builder as well.
Both have excellent forums as does joomla itself.
