    Yes. All the requirements for Joomla are:
    * Apache 1.13.19 and above
    * MySQL 3.23.x and above
    * PHP 4.2.x and above
    Alternatively instead of installing the above individually, use WAMP which is one bundle containing all the above and installs easier: http://www.wampserver.com/en/download.ph… - that will give you the software on Windows that will allow you to run Joomla.
    Another alternative to WAMP is XAMPP at http://www.apachefriends.org/en/xampp.ht… - which does the same thing - offers all three PHP, Apache and MySQL on windows in one download and install.
    The benefit of using WAMP and XAMPP is that it sorts the problem of finding the right version of MySQL for the selected version of PHP - it should work straight out of the box
