Joomla Ripper? Does It Exist?
I saw a template that i want but i cant find it anywhere. Does anyone know how or if it is even possible to rip or copy a template in joomla?
a program or web app that can do such a thing?

nope. since the template is not just static images and html but also includes code for the various module positions and overall site behavior, you will never capture all that.
however, a really enterprising web designer can capture the page, convert it to psd and from there you can program a template around it or use a template generator to produce a template archive that you can install.
of course, you will still have to reverse engineer the template behavior and the modules used to really make a good copy.
