If you are a programmer you can go for drupal but if you are not then choose joomla.

Drupal is a bit more complicated but I think it will fit your uses better. They have a Help Desk module for what you want to do. I used it before on a test site and it works smooth.
Drupal is a bit more advanced but its nothing you cant google. Set up is a bit more tricky and make sure to check what versions the modules use. They often use a older version so fantastico may not be a option.
use drupal , if u know a bit of programming,
though drupal seems to be a bit complecated but still , drupal is SEO friendly ,
