This may seem like a lot to do just to change the file permissions, but consider it a plug for FireFox! :)
    Download Firefox - http://www.mozilla.com
Download fireftp (ftp plugin for firefox) - http://fireftp.mozdev.org/
    Start Firefox
    Under Tools select FireFTP
Where it says “Manage Accounts” select New…
Enter in your ftp account details.
Log into your account - you should see the files in the right panes.
Navigate to the file you want to change permissions on.
Right click (or left click if your a lefty) and select properties.
You should now see a window displaying permissions for Owner, Group and Public.
Adjust your permissions and if at all possible switch them back when your done! (You may not want to if your setting up an upload directory).
