If you are unfamiliar with PHP, CSS, and HTML… It’s going to take a very long time to create that.
Joomla itself is simple to learn. You can create a site in a few hours, and then simply add content. The problem is that most Joomla themes either look like crap, or they don’t fit the site. That’s where CSS and HTML skills are needed. Minor modifications can make it look professional.
Have you looked into WordPress? I’ve found it to be a great CMS platform with many extensions and modules that will let it do just about everything.
If you can find a template that suits your needs, the time is 1-2 weeks to really “get to know it” and install the proper extensions and template. If you can’t, then you’ll have the 1-2 weeks + the time it takes to figure out and tweek the template files. That could be anywhere from a day or 2 to a month or 2. It all depends on the amount of changes, and how good you are at searching the web for answers. Good luck to you on your project!
