Joomla Cms: How Expensive Is It To Set Up And Customize Menus?

I have been given conflicting information on setting up Joomla.
When I look on their site, it looks as if you can install Joomla, and create and build a website for free. Then, if you want to add “extensions”, most are free, but some cost money.
But, a friend told me that to customize Joomla, you must pay a fixed $500 fee. I don’t see that on the site. Please advise!

Joomla is free. And most of extensions, too
Don’t pay, find free extensions.
Joomla is free. A lot of the extensions are free, too. Your friend is pulling your chain.
