I have a web hosting package at the moment and i have used joomla to build a website.
However, i want to make another website without buying a new domain name and so is there a way i can make a site, but not buy the domain name yet?
Or any other way?
I doubt there is as when you preview, it uses the domain name
COULD I get a free 1 such as yourdomain.tk and use that?

If it is just for testing purposes just create a new directory in your current hosting and install Joomla again there. I have done this before. Then when you get ready to use the site just copy the files to the new location and buy and attach the domain. Make sure you move the database too of course. Oh, and make sure while you are testing that you don’t post a do follow link to the site anywhere. Otherwise Google might crawl it.
YES, you can create a sub-domain to your existing site that is already hosted, and if this is just temporary, you can then move the site to the new domain once you are satisfied.
So, if you already have http://www.yourdomain.com can create a sub domain called test and access it at http://test.yourdomain.com. You would install Joomla to that new sub domain just as you did the first time around - (use a different database).
Note: This does depends on your current hosting package and if you are allowed to have sub domains.
Another alternative is to create a folder off the root, call it test (or anything), and install joomla in that test folder, then you can access the new joomla installation at http://www.yourdomain.com/test.
