I’m Playing Around With Joomla 1.5 Before I Put It On My Website, Why Can’t Users Submit Articles?

The test site is athttp://joomla1-5.test.efpb.org
The admin account is
username admin
password admin
The normal user account details are
username blogs
password 1234
I want normal users to be able to submit articles and links, so that the admins can then aprove or disallow them.
However, when I log in as the user, then click “submit article” joomla says that the user does not have permission to see that page…
What is going wrong?

    I checked out your site. You need to set the user as either an ‘author’, ‘Editor’, or Publisher. The default ‘Registered’ user won’t do what you want to do.
