Yes. To get the full functionality of a non-static website they will need to have all the files (php/mysql database) on their web host to run it properly.

Joomla is a content management system, not an HTML authoring tool (although several WYSIWYG page editors are available for its articles).
If your clients do not have, or you do not install, Joomla, all you will have is a database full of tables and records, and no web access to them.
So yes, they have to have (or you must install) Joomla on their web host.
Anyone can work out a site from existing CMS solutions for a more or less unknowingly client.
To run this CMS their host would only need to support the programming languages used, along with database. I.e. PHP, MySQL.
