you need a domain and a hosting first..

After you have setup your hosting and domain, you need to setup your joomla.
1) Upload the current files in your localhost to your server
2) go to phpmyadmin(in localhost) and ‘export’ the joomla database.
3) create a new database in your hosting and ‘import’ the database..
4) change the ‘configuration.php’ to match your server’s …
Have you got a host account & Domian name?
Is Joomla set up (installed) on your Host?
When you say website do you mean website template?
Your question needs some more details I think :)
