Every time I try to send a test email from the website the error message: “Could not instantiate mail function” occurs. How do I fix this?

You will have to do some trial and error or talk to your host. Go into the Global Configuration for your Joomla! site. Select the server tab and look at the mail settings. Configure those settings in whichever way they work. Your problem should be fixed after that.
