Filezilla is one of many an File Transfer Protocol (FTP) clients to choose from (CuteFTP, FireFTP etc). Does what it says on the tin. It allows you to transfer files - normally to a designated area on the publicly visible hard disk of an internet server.
There are FTP accessible sites with anonymous logins but you normally need a username and password. There may also be a service which will lets you automatically install Joomla from the webspace backend control panel (eg. fantasico in cpanel, application vault in plesk) - just ask before buying.
If you are going to do it yourself all the details and help are availible on the Joomla website or in previous answers from myself to other users questions. In simple terms:
1. download the files from http://www.joomla.org
2. unzip them onto your home computer
3. transfer the files you have just unzipped to your website using any FTP program
4. follow the steps described in the readme files included in the zip file you downloaded or availible on the Joomla website as tutorials:http://help.joomla.org
