    Joomla is my personal favourite and is the offshoot of mambo. It’s very popular and therefore has a lot of free extensions. It depends on your personal needs though, I had to do a lot of code editing to get it to work exactly how I wanted. Another one you might want to look at is website baker at http://start.websitebaker.org and there is also http://www.cmsmadesimple.org

    Mambo and Joomla are pretty much the same and it’s great advantage is that you will find thousands of modules, skins, etc for free at the web. Drupal and Modle I haven’t worked with, but Drupal seems very close to Joomla.
    If you want something very simple, use wordpress. I know that’s a blog, but you can build full websites with that.
    Anyway the best CMS, the one that you create.
