It’s kind of a trick question. What you can use Dreamweaver for is to create your Joomla template. Most folks just use pre-built Joomla templates but if you have the graphical talent you can create your own. A joomla template consists of your graphical layout, CSS stylings and the Joomla code that lays out where you want the module positions to be.

Search for creating joomla templates with dreamweaver on the net. You’ll need some Dreamweaver plugins to make the process of adding the joomla code easier.
