WYSIWYG (What you see is what you get) is a term used for programs that will edit something, usually a web page creator or a text field with buttons in it, so that it does not change when you publish it.
Joomla, is a CMS (Content Management System). This is so that you can log into an admin section of the website and edit it’s content with out knowing any programming.
You question is a little hard to understand because you do not use a WYSIWYG with Joomla, Joomla itself has it’s own interface that you use to edit content.
