Sometimes there is a quote “not for commercial use”. Does this mean I cannot sell the template or I cannot use the template as my business website?

    If it is not for commercial use, then it can’t be used on a commercial website. If you’re making money from that website, then you need to use a different template.

    the terms should be stated in the GNU / GPL licence exactly what you can and cant do, non commrcial is normally non profit organization etc.
    I don’t think there is a Joomla site out there with a free template that dont make money though

    GNU GPL allows commercial use, and redistribution. The restrictions apply only to redistribution (even then commercial redistribution is allowed, the source code must be provided if you are redistributing the original or a derived product). So, if a template is GNU GPL licensed, you can use it without worrying about legal issues. If it also says “not for commercial use” - contact the author.
