Anyone Use Powweb & Joomla?

Can someone explain this to me. I have a domain and hosting through powweb and joomla comes with the powweb package. What is exactly joomlas purpose? Do you use joomla to design the website? Or do you design the website then manage the content through joomla? Thanks

Its like any other program you use on your computer will take learning how to use it on server as you can modify your website the way you want your visitors to see.

You have to design Joomla site yourself, or you can use some of the Joomla free or paid themes.
